A person is entitled to apply for citizenship by investment under the Individual Investor Programme if such person is at least of 18 years of age and has been resident in Malta for a period of 12 months preceding the issuing of Maltese Passport.

Malta Citizenship Application Process

The main applicant may also add dependents to a citizenship application including his or her spouse/partner, children, parents and grandparents under certain conditions. All applicants before the application process must show that they are in good standing and repute and will undergo a ‘fit and proper’ test. Applicants must also show that they do not suffer from any contagious disease.

The main applicant must first apply for and be granted an E-residence card. Applicants who are not already resident in Malta are advised to start the process of residency to set the clock ticking on the one year residency requirement. This is done by submitting an application on behalf of the clients as residents in Malta on the basis of economic self sufficient persons. This requires the applicant to show proof of residency in Malta either by a lease agreement or deed of purchased property. Following this residency application, an initial meeting with Identity Malta is held where photographs and biometrics of the main applicant and dependents are taken. During this stage, a deposit on account of the €650,000 contribution is due: €5,000 for the main applicant and €1,000 per each dependent.

The next step is that the accredited agent submits an application to Identity Malta together with the essential supporting documents. Without such documents an application will not be accepted. During this stage due diligence fees, passport fees and a deposit of €10,000 on account of the €650,000 contribution, less any payments made for residency are to be made.
